A biography of Grover Cleveland Monroe appears in the book Heritage of the Hills - A Delaware County History:

"As a young man, he attended Cherokee Male Seminary at Tahlequah and Willie Halsell College at Vinita. The Vinita college was at that time one of the leading educational centers of Indian Terrirory.

"Grover Monroe was a farmer-rancher most of his life. His time was divided, however, among many activities. He was a special agent for the Frisco Railroad in the 1920's, and he transported prisoners for former Federal Judge Franklin E. Kennamer of Tulsa in the 1950's. He was Delaware County undersheriff for twelve years. In 1949, he was hired by the City of Tulsa to head a project for the relocation of almost 600 graves in the old Eucha cemetery. The relocation was made necessary when Eucha Lake, created for a new wather supply for Tulsa, covered the upper Eucha Valley. Grover had many interests. Rodeos were the hobby he enjoyed most deeply. As a young man he won the World Championship in steer roping at the Cheyenne, Wyoming Rodeo. This was an accomplishment of which he was always proud, and he returned to Cheyenne annually to renew acquaintances and visit with his old friends among the cattlemen and cowboys attending the national celebration.

"Another of Grover's interests was kids. Any child who happened to be around him was loved...Grover was a charter member of the First Baptist Church of Jay, but many years ago he transferred his church affiliation to the Marshall Memorial Methodist Church.

"Grover had two sons, James I. and G. C. Jr. of Oregon, and one daughter, Sally Monroe Choate. His widow, Exie Tauuneacie Monroe, and daughter live in Jay. Grover died April 6, 1966, in the Jay Memorial Hospital of an aneurism. Few people had a wider circle of friends."

His obituary appeared in the April 21, 1966 edition of The Grove Sun, Grove, Delaware County, Oklahoma. He is buried in Ballard Cemetery, Delaware County, Oklahoma.
